WASHINGTON, D.C. — The Electric Power Supply Association (EPSA), which represents competitive power suppliers, today welcomed the announcement of David E. Mills as President and Chief Executive Officer at PJM Interconnection, the nation’s largest wholesale electricity market.
EPSA President and CEO Todd Snitchler issued the following statement:
“EPSA congratulates PJM Interconnection’s new President and CEO, David Mills, and welcomes his leadership at a pivotal moment for the grid. Competitive power markets have a more than two-decade track record of delivering billions in annual savings while driving private investment in more efficient, reliable technologies.
As electricity demand rises—and political pressure mounts over higher power prices—PJM needs its leader to stay focused on its core mission: delivering reliable, affordable power through well-functioning markets. Unlike vertically integrated utility models that rely on guaranteed cost recovery from ratepayers, competitive markets ensure new demand, including data center growth, is met without shifting unnecessary costs onto existing consumers and local businesses.
In recent years, state policy pressures and market interventions have added uncertainty and contributed to the premature loss of dispatchable resources, while sustained, significant utility spending on transmission and distribution continues to drive customer bills higher. Now is the time for PJM to reinforce transparent price signals, uphold market integrity, and advance timely planning and interconnection reforms that enable needed investment.
We urge PJM to prioritize durable, market-based solutions that enable the interconnection of large loads, protect consumers, and support reliability as demand accelerates. Continued success at PJM will be essential to delivering the dependable and cost-effective electricity that homes and businesses rely on every day.”
PJM Interconnection coordinates the movement of wholesale electricity across 13 states and the District of Columbia, serving more than 67 million people.
As the PJM region faces tightening supply and rising demand, competitive power generators are already responding—investing billions of dollars across a diverse mix of resources, including dispatchable generation, to support large load growth. EPSA members have announced innovative agreements with technology companies to provide firm power for data centers without shifting investment risks to consumers, along with more than 12,000 megawatts of additional generation capacity in PJM since 2024.
Competitive power markets support an affordable and reliable system by attracting private capital, driving innovation, and ensuring resources are built and operated based on real reliability needs, performance, and cost—helping to keep electricity prices in check.
