EPSA and P3 Urge FERC to Reject State Consumer Advocates’ PJM Capacity Market Complaint, Emphasizing Market Stability and Predictability

EPSA and P3 File Protest Urging Rejection of State Consumer Advocates’ Complaint Seeking PJM Capacity Market Reforms, Highlighting Failure to Meet the Burden of Proving the Current Tariff is Unjust and Unreasonable.

The Electric Power Supply Association (EPSA) and the PJM Power Providers Group (P3) have submitted a joint protest to the Federal Energy Regulatory Commission (FERC) regarding the PJM state consumer advocates’ complaint in Docket No. EL25-18-000. The protest requests the rejection of the complaint, arguing that:

  • The complainants have not demonstrated that PJM’s current tariff is unjust or unreasonable.
  • Several requested changes are already under consideration through PJM stakeholder processes or pending in PJM section 205 filings.

Why it matters: EPSA and P3 emphasize that maintaining stability and predictability in PJM’s capacity market is crucial. We highlight the importance of restoring the regular schedule of three-year forward capacity auctions to support a well-functioning capacity construct. EPSA and P3 urge the Commission to deny the complaint to protect these important objectives.
