COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION

The Electric Power Supply Association (EPSA) files comments urging the Federal Energy Regulatory Commission (FERC) to encourage the western states to develop a Regional Transmission Organization (RTO), or an organized market design which achieves a similar level of benefits and opportunities, in order to preserve electric reliability in a cost-effective manner. These comments also ask that FERC ensure that a western RTO – or any other new western market construct – be governed by an independent board, so as to ensure that all resources are treated equitably and have an equal opportunity to compete to provide reliable power.
