COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION

The Electric Power Supply Association (“EPSA”) respectfully submits these comments in response to the Proposed Revised Policy Statement on Natural Gas Price Indices (“Proposed Revised Policy Statement”) and the Notice of Proposed Rulemaking (“Safe Harbor NOPR”) issued on December 17, 2020, by the Federal Energy Regulatory Commission (“FERC” or “Commission”) in Docket Nos. PL20-3-000 and RM20-7-000, respectively. EPSA supports these related proposals by the Commission as outlined in the comments, and urges the Commission to move forward to finalize these changes intended to encourage market participants (“data providers”) to report transactions to price index developers and to provide greater transparency into the natural gas price formation process.
