COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION

EPSA urges FERC to remain committed to capacity markets as the cost-effective, market-based tool to achieve resource adequacy and reliability across a multi-state, regional footprint. It is also critical that ISOs/RTOs retain mitigation tools to address price suppression. “Capacity is not an ancillary service; it is a unique and necessary product integrated with the energy and ancillary services markets which together maintain regional resource adequacy and reliability.”
