Summary: In recognition of the role that power suppliers play in the system expansions and reliability improvements contemplated for the Bulk Power System, EPSA urges FERC to be cautious about creating an electric transmission mandate based on capabilities not currently identified and valued in the wholesale power markets. Any and all system needs or benefits that can be separately identified and valued should be available for any capable resource to provide in order to expand and buttress the system in the most efficient and cost-effective manner. The Commission needs to support and strengthen competitive markets as the optimal way to drive innovation in generation and transmission and meet reliability, affordability, and sustainability needs. Meanwhile, the nascent competitive opportunities that do exist for transmission today should be the focus of discussions about interregional transmission.
