EPSA Submits Resource Adequacy Post-Conference Comments to FERC

EPSA’s Resource Adequacy Post-Conference Comments Underscore Relationship between Capacity Auction Prices and Investment

Summary: On July 7, 2025, EPSA filed post-conference comments at FERC following its Commissioner-led Resource Adequacy technical conference held on June 4-5.  The comments are narrowly focused and supplement the extensive pre-conference written statement of EPSA CEO Todd Snitchler, as well as his panelist remarks during the conference.

Specifically, the comments respond to PJM Interconnection, L.L.C. (PJM) and Midcontinent Independent System Operator, Inc. (MISO) charts referenced throughout the conference showing aggregated resource additions and retirements by State over the past decade. The EPSA comments provide further context around this data to show how capacity market prices during this time signaled entry and exit — and the critical importance of well-structured markets, durable market rules, and regulatory certainty to signal investment needed for reliability. The comments are accompanied by charts showing PJM and MISO capacity market auction prices over the past decade in order to correlate the relationship between prices and investment.
