In response to a petition filed by the American Clean Power Association requesting that the Commission convene a technical conference on capacity accreditation, EPSA filed comments supporting broad engagement on the issue. EPSA underscored that there are regional stakeholder processes underway to identify potential revisions that may be necessary to a region’s capacity accreditation methodology. The Commission should take care to both the timing and framing of a technical conference such that it supports – rather than stymies – this regional progress. This augers for a high-level agenda that focuses on addressing common goals and principles and assembling broadly applicable information. The overarching aim should be to assist stakeholders and policymakers in understanding the role and significance of capacity accreditation for resource adequacy and Bulk Power System reliability and to support regional processes.
