District of Columbia Public Service Commission (FC 1017, FC 1183, FC 1186)
Testimony of Bill Zuretti, Director of Regulatory Affairs & Counsel
Delivered June 3, 2026
EPSA submitted testimony before the Public Service Commission of the District of Columbia for its June 3 legislative-style hearing examining rising electricity supply costs and energy affordability.
The testimony explains how PJM’s wholesale electricity markets have shifted from a prolonged period of flat demand and historically low capacity prices to one characterized by increasing electricity demand driven by factors including data center development, electrification, and domestic manufacturing growth. EPSA notes that low market prices in prior years contributed to generation retirements, while today’s higher prices are signaling the need for new investment in generation resources.
The filing highlights how competitive power suppliers are responding to these market signals through ongoing investment in new generation and storage resources, as well as PJM’s efforts to process a growing pipeline of projects seeking to connect to the grid. The testimony also discusses the importance of accurate demand forecasting, the role of competitive wholesale markets in attracting investment while protecting consumers from generation investment risk, and opportunities to support new resource development.
In addition, the filing addresses broader affordability considerations, noting that electricity generation is only one component of customer bills and that utility spending on transmission, distribution, and other infrastructure investments have played a leading role in rising retail electricity costs.
