EPSA submitted a protest of CAISO’s wheeling through tariff amendment filing at FERC. EPSA’s protest identifies a number of open access concerns raised by the proposed amendment and argues that these issues will lead to unjust and unreasonable results. The protest also points out how these issues might impact the Western Resource Adequacy Program – and, ultimately, regional reliability – in the future. EPSA asks the Commission to reject CAISO’s filing and to direct the ISO to work with its stakeholders to develop a new tariff amendment that complies with long-standing open access precedent and preserves competitive market outcomes.
