Summary: EPSA is seeking a 21-day extension of the comment date on NERC’s petition to FERC for approval of proposed extreme cold weather reliability standards which would set December 22, 2022, as the deadline to submit comments. The additional time would ensure that comments and responses from interested parties, particularly impacted Bulk-Power System (“BPS”) resources, can fully address the array of issues related to the proposed standards and implementation of the revised framework of requirements which apply to all generators’ cold weather preparedness with attendant planning, training, and coordination requirements. It is critical that the important improvements considered in the proposed reforms are fully assessed by BPS participants, as well as all corollary concerns raised by the proposed revisions which include numerous new requirements, defined terms, and legal determinations.
