MOTION FOR LEAVE TO REPLY AND REPLY COMMENTS OF THE ELECTRIC POWER SUPPLY ASSOCIATION

EPSA urges the Commission to reject the PJM Transmission Owners’ filing due to procedural, increased costs and uncertainty, and anti-competitive concerns. Instead, FERC should allow transmission, interconnection, and network upgrade processes to be assessed on a holistic basis in its recently opened rulemaking proceeding, Building for the Future Through Electrical Regional Transmission Planning and Cost Allocation and Generator Interconnection.
